A popup that looks correct can still leave keyboard users behind the overlay or unable to close it. Test the complete open-and-close interaction, not just whether the close icon is visible. Turning accessibility behavior off is not a reliable repair.
Reproduce with the actual opener
Start on the published staging page and reach the real popup trigger using Tab. Activate it from the keyboard. Note which element receives focus when the popup opens and whether the popup has an understandable name.
Use the real trigger because an editor preview may skip the focus-return behavior. Also record whether the popup opens automatically or after a click; the expected return destination depends on the workflow.
Elementor documents its popup controls and triggers. Exact settings depend on the popup type and installed version, so do not assume every overlay on an Elementor site comes from Elementor Pro.
Compare the behavior with the modal pattern
The W3C modal-dialog pattern provides the interaction baseline: focus enters the dialog, keyboard navigation remains inside an active modal, Escape closes it, and focus normally returns to the opener or an appropriate next step.

| Open |
Focus remains on hidden background content |

Focus disappears or reaches obscured controls |

No reachable close control or Escape behavior |

Focus jumps to an unrelated part of the page |
This is a technical test, not a complete accessibility certification.
Name: Dialog purpose announced. Close control: Keyboard reachable. Form error: Understandable without mouse. Mobile: Controls remain visible. Explanatory checklist, not a customer test result.
Isolate the conflicting layer
On staging, compare the popup without custom focus scripts or an additional modal addon. Change one relevant layer at a time and preserve the original configuration. Two scripts trying to trap or restore focus can disagree even when each worked independently.
Inspect CSS that hides the close button or places another overlay above it. Check responsive layouts and browser zoom. A button outside the visible screen can remain in the tab order, producing a confusing jump rather than an obvious error.
Do not assign large positive tabindex values to force a preferred order. Keep the visual and keyboard sequence understandable. Adding an ARIA modal attribute alone cannot make background controls inert or implement keyboard behavior.
Include the form's error path
If the popup contains a form, submit an invalid synthetic value and verify that the error can be found and understood without a mouse. Then complete a valid test and confirm where focus goes after the success state. A redirect and an inline confirmation need separate observations.
For analytics, continue with the Elementor popup consent and tracking guide only after the interaction works. Do not count a popup opening as a completed inquiry.
Keep a short key-by-key reproduction with browser and addon versions. HandL WP can investigate a broken popup interaction while retaining usable close controls and the site's intended consent behavior.
