A paid WooCommerce download can fail because access was never granted, the customer's permission expired, or the file cannot be delivered. Check those stages separately. Making the file public may hide the symptom while allowing anyone with its address to download the product.
Confirm the correct purchase
Find the order using your normal customer-verification process. Match the purchased product or variation, payment result and customer account. Do not mark an unpaid order complete solely because someone reports a missing link.
If payment succeeded at the provider but the order is still awaiting payment, resolve the order-status mismatch first. Record the provider transaction reference privately. A screenshot of a bank charge alone is not enough to decide which order should receive access.
Inspect permissions, not only the email
On the order edit screen, inspect Downloadable product permissions. In WooCommerce 11.1 and later, the panel can be hidden by default; enable it through Screen Options. A missing panel does not mean permissions were deleted.
Check the file entry, expiry and remaining allowance. Review the store's access-after-payment setting and whether the product is virtual as well as downloadable. A missing email and missing entitlement are different problems: ask whether the customer can see the purchase under My Account > Downloads.

If access exists but clicking the link fails, test with a staff-controlled purchase. Record whether it redirects, times out or returns an HTML error instead of the file. For a PDF that downloads but will not open, continue with PDF response diagnosis.
Check what changed in the product
Editing an existing download row and adding a new row are not equivalent. WooCommerce's documented behavior preserves past access when an existing row's URL is edited, while a newly added download is not automatically granted to previous purchasers. Check the product's edit history before recreating permission records.
Before replacing a file URL, verify the replacement's contents, size and version privately. Never put customer-specific download links in public tickets, monitoring dashboards or screenshots. Treat them as access-bearing links.
Prove that access is repaired, not widened
Use an eligible test purchase to download the intended file and open it. Then check that a logged-out visitor without entitlement cannot reach the protected original through a direct storage URL. Server and storage protection must be verified; a folder name alone is not proof.
Keep a record of the permission changed and the reason. If the issue affects many orders, stop individual manual edits and investigate the shared failure with HandL WP's support team.
