WooCommerce's shipping-zone warning means an earlier zone covers the same customer region before the later zone can be selected. Check the order and scope of those zones. Adding more methods to the hidden zone will not make WooCommerce reach it.
Why an enabled zone can be unreachable
WooCommerce selects the first matching shipping zone for a customer address. Its shipping-zone documentation describes an overlap warning introduced in 11.1. A broad zone placed before a narrower one can make the narrower configuration unreachable even though its methods are enabled.
This is different from a shipping method being disabled, a cart containing only virtual products or a carrier API returning no rate. For those broader symptoms, use the no shipping options checklist.
Work through one concrete overlap
Imagine a fictional store with these zones, in this order:
- United States: standard flat rate.
- Local delivery: a selected group of Chicago postcodes.
- Locations not covered: the store's intentional fallback.
An address inside the local group already matches United States at step one. Move the local zone above the broad country zone if local delivery is the intended offer for those postcodes. Do not assume the example's geography matches your actual delivery contract.
Before saving, inspect every condition on the local zone. A postcode range that is too broad can accidentally include addresses outside the service area. A zone name such as "Chicago" has no matching power by itself; the configured regions and postcodes matter.
Local address: Intended local delivery. Country address: Normal shipping outside local area. Outside address: Intentional fallback result. Recalculation: Use the current full address. Explanatory checklist, not a customer test result.
Test both sides of the boundary
Use a staging checkout and a physical test product. Pick a valid address inside the local scope, one just outside it but inside the country, and one outside the country's configured service scope. Avoid placing a live order or contacting a real customer during this test.
| Test address |
Intended zone |
What to inspect |
| Inside local scope |
Local delivery |
Correct method, price and availability |
| Outside local scope |
Country zone |
Normal shipping remains available |
| Outside supported country |
Deliberate fallback |
No accidental free or unsupported delivery |
Update the shipping address fully between tests and let checkout recalculate. A result from the previous address is not evidence that the reordered zone failed. If shipping debug tooling is used, restrict it to an appropriate test environment and remove diagnostic output afterward.
Review the method rules after matching works
The correct zone can still contain a method with its own requirements, such as a minimum spend or shipping-class cost. Only investigate those after confirming which zone was selected. WooCommerce's core shipping troubleshooting guide covers that broader layer.
Record the final zone order and the three expected address outcomes before deployment. Then repeat the same checks on production without completing a real purchase. A focused checkout fix should preserve existing shipping promises while correcting the unreachable zone, not replace all rates to make one test pass.
